According to HealthCare.gov – If you get Social Security Disability Income (SSDI), you probably have Medicare or are in a 24-month waiting period before it starts. You have options in either case.
If you get Social Security Disability Income (SSDI) and have Medicare
You’re considered covered under the health care law and don’t have to pay the penalty that people without coverage must pay.
You can’t enroll in a Marketplace plan to replace or supplement your Medicare coverage.
One exception: If you enrolled in a Marketplace plan before getting Medicare, you can keep your Marketplace plan as supplemental insurance when you enroll in Medicare. But if you do this, you’ll lose any premium tax credits and other savings for your Marketplace plan.

To apply for Medicaid visit your state’s Medicaid website. Use the drop-down menu at the top of this page to pick your state. You can apply right now and find out if you qualify. If you qualify, coverage can begin immediately. Fill out an application in the Health Insurance Marketplace. When you finish the application, we’ll tell you which programs you and your family qualify for. If it looks like anyone is eligible for Medicaid and/or CHIP, we’ll let the state agency know so you can enroll.
